Certified payroll for bookkeepers who file for more than one contractor
If you keep the books for contractors, certified payroll shows up as a weekly chore that does not fit in QuickBooks Online, Gusto, or most payroll services: a WH-347 per project per week, a state format on top of it in some states, and a fringe calculation that has to be redone by hand because the payroll system stores benefits as a flat amount. FringeTrack is the reporting layer for that chore. This page is the honest version of what it does for a firm today and what it does not do yet.
What works today
Payroll export in, WH-347 out
Upload the client's payroll export (Gusto, QuickBooks Online, ADP RUN, Paychex Flex, or our CSV template) and get the Rev. Jan 2025 WH-347 with the Statement of Compliance, including the 6A/6B/6C fringe split and the page 2 credit table. Export instructions per payroll system.
Fringe-per-hour check before you certify
Every worker row is checked against base plus fringe for the classification, per hour worked, including overtime hours. Shortfalls are flagged on a warning page before the PDF is generated. Worked examples.
What is not built yet
- The multi-client workspace. Today each contractor is a separate FringeTrack account, identified by the email used at checkout. A bookkeeper filing for five clients would hold five accounts. The Bookkeeper plan (one login, up to 10 client companies, per-client billing and archive) is being built now and is not for sale yet; the $149/month price on the pricing table is the planned price, not a checkout link.
- Washington L&I XML. Not available. The reason is explained here.
- New York's portal format, LCPtracker / eMars / Elation exports, and GC custom templates. Not available. The federal WH-347 PDF is usually accepted for upload or attachment, but the structured exports are not built.
- Payroll itself. FringeTrack does not run payroll, calculate taxes, or file anything with an agency. It produces the files; you (or the client) submit them.
How a firm uses it this week
- Pick one client with an active prevailing-wage project. Export the pay period from their payroll system.
- Go to app.fringetrack.com, enter the project details and the base and fringe rates for each classification from the wage determination, and upload the export. The first three reports are free and need no account.
- Read the warning page. If a worker is short, fix the payroll before you certify; the report is not the place to discover it.
- Download the WH-347 PDF. Files are kept 30 days, then deleted; save them to the client's folder.
- If the client is in California or New Jersey and you want the state files, subscribe to Pro under the client's email and re-run the upload.
Why we want to talk to bookkeeping firms specifically
One bookkeeper typically files for five to twenty contractors. That makes your workflow the one the multi-client workspace should be designed around: how you name projects, how you keep wage determinations per client, how you want the weekly batch to run, and how you bill it back. If you file certified payroll for clients today, we would rather build it around your process than guess. Data handling, since you are handling client data
- The WH-347 carries only the last four digits of each worker's SSN (column 1E), and DOL's instructions say full SSNs must not appear on the form.
- California's eCPR XML is different: DIR's schema requires the full SSN in the file. That is a DIR requirement, not ours, and it is disclosed in the privacy policy.
- Generated reports are stored for 30 days and then deleted automatically. Download links expire with them.
- Uploaded payroll files are processed to generate the report and are not sold or used for anything else. Details in the privacy policy and terms.
Frequently asked
Can I put my firm's name on the report as the preparer?
The WH-347 is signed by the contractor or an authorized officer or employee who supervises payment of wages (29 CFR 3.3(b)). A bookkeeper can prepare it; the signature line belongs to someone at the contractor with knowledge of the facts. FringeTrack fills the form; it does not sign it.
Is there a referral or reseller arrangement?
Not yet. If the Bookkeeper plan ships and firms are bringing clients to it, a referral arrangement is the obvious next step. Tell us if that matters to you.
What if a client's payroll export does not match your template?
Use our CSV template as the intermediate step: map the client's columns once, save the mapping in your own spreadsheet, and upload the result. The import guide lists the columns needed.
